A pair of scissors has two blades that can pivot. The material is predominantly cut by the shearing action between the two blades in lower quality scissors because the cutting edges are not as sharp. The blades of high quality scissors can be both razor sharp and tension sprung which increases the tension required for cutting and shearing just at the precise location where the blades come together. This tension may be increased by the motion of the hands push with the thumb pull with the fingers.  An ideal illustration is in fine tailoring shears or scissors which must be able to precisely cut and not just rip apart delicate fabrics like chiffon and silk.
